OK I've come up with a fix. First I thought I'll have to modify
po/Makefile from config.status (which would be evil and this solution
involved using awk to create a 'stateful sed'). However, just when I've
implemented this, I've realized that you can modify po/POTFILES in the
ICMDS diversion, so this is exactly what I did.

So it's checked in, this time it is really tested with Autoconf 2.13, and
should work.
