_NET_WM_WINDOW_TYPE_DIALOG and modality

Hello,

After a few test it seems that applications which use
_NET_WM_WINDOW_TYPE_DIALOG  for one of its transient window
want modality for this window.

Is this true?

If yes I think it is difficult to make such conclusion from
the wm-spec. Maybe this can be explicitly stated somewhere
(e.g., in the definition of _NET_WM_WINDOW_TYPE_DIALOG).
