TYPE_UTILITY semantics

Not really a spec issue; but what semantics do the various window
managers use for TYPE_UTILITY? Metacity currently decorates them
specially and keeps them stacked above other windows in the group, but
we've had complaints from users of GIMP which gets jiggy with the
UTILITY windows. Do other WMs keep utility windows stacked above other
windows in the group?
