There's two kinds -- applications which don't ask for input and
applications which explicitly ask for no input. The former are likely
broken ancient programs with no hints, the latter are likely output only
windows. There shouldn't be any way to set the focus to an application
which says it doesn't want it, or at least it should be pretty hard.
