As a general design principle, all events should have time stamps in them...

We goofed in the core protocol, thinking that a few really didn't
need the timestamps, and didn't include them; it turned out there were
circumsances where they were needed.  This was annoying, so my view
is now to always include them rather than worrying about whether or not
you believe they are needed.
