manager selection for desktop manager

Hi,
We have a problem in that if you accidentally run Nautilus in KDE, or
Konqueror in GNOME, you end up with a big mess.
Why not require "desktop managers" to implement a manager selection as
described in section 2.8 of the ICCCM.
Let's call this selection _NET_DESKTOP_MANAGER. You have to own this
selection in order to create a window of type
_NET_WM_WINDOW_TYPE_DESKTOP.
This isn't really a window manager thing, but we could cram it in the
WM spec anyhow.
