X11 applications on CDE can select workspaces at launch time from the
command line:

dtpad -xrm "*workspaceList: w3"

For desktop command line usage,  I like CDE's "actions".

dtaction Open index.html

I can get the desktop to open  an HTML file from a C program, shell script,
or command line.
