Of course not! That's the whole point in having struts rather then just a "do
not cover"-hint. That's exactly why I brought this issue up.
Adjustment of maximized windows is only useful when the panel gets hidden
*explicitely*. Try it on either KDE or MS-Windows: Set the taskbar to be
visible all the time. Maximize a window. Set the taskbar to do AutoHide.

Makes perfect sense to me.
