I don't know that it's wm-related. How do applications (say, the gmc
root menu) handle their hotkeys when they don't have keyboard focus?

This goes against the ICCCM, which says that the window manager
shouldn't use any key combinations at all... but then how many window
managers follow that advice? Even so, I'm not sure that the window
manager should get involved in managing other applications' hotkeys.
