How do other window managers handle this? Fvwm does not allow modal
dialogs at all (unless specifically compiled to do so).

Hm, yes. There is a lot of potential configurability. But shouldn't we
focus more on the discussion directly at hand (i.e. defining a
standard). I'd really like to continue this discussion. Perhaps
the interested people should do it off-line or on one of the WM
mailing lists?
