valac is the compiler. The command, vala, combines compiling with valac and then running the output.
It allows a simple script like:

#!/usr/bin/vala
void main () {
    print ("compiled and run in one command!\n");
}

Although you may reach its limits quickly if you try anything too complex, e.g.
