[Vala] A program creates a vala/Gtk+ helloworld project using meson build system.

Hi everbody,

I am new to vala and wanted to program in windows, but I could not find a
tool to create a project structure like gnome-builder which uses meson
build system. I decided to develop it by myself. Here is gitlab page of it:

this helps someone who wants to program in vala using windows.
