That's because they've not been added to the wiki yet.
For 0.40.0 it's a question of going through the output from:
git log 0.38.9..0.40.0
and editing it into a reasonable form. The point releases are
a copy and paste of, for example, https://download.gnome.org/sources/vala/0.40/vala-0.40.4.news
I'm a bit busy at the moment. I'll try and do it soon.
