[Vala] Bindings: Proposal to add Glibc.vapi

inspired me to reconsider where to put
all these non-POSIX extensions of standard C library functions. In the past we have added
some of them to Linux.vapi, but strictly seen these are not Linux-isms, but rather GLibc-isms.

I therefore want to propose adding Glibc.vapi where we can bind those additional constants and
functions. Any objections?
