[Vala] Vala-0.26.2 for windows 64 bits

Hi,

I've compiled a 64 bits version of vala-0.26 for windows.

It can be used with MinGW-builds (64 bits)
<http://sourceforge.net/projects/mingwbuilds/files/host-windows/releases/4.8.1/64-bit/threads-posix/seh/>
and
this GTK+ 3.14
<https://github.com/tschoonj/GTK-for-Windows-Runtime-Environment-Installer>
runtime
environment.
It is better to use one of this archives
<http://lvserver.ugent.be/gtk-win64/sdk/> which are more complete than the
exe.
