[Vala] vala-vapis

I have created a repository aiming to collect all those unofficial Vala 
bindings.

Looks like many of them are never going to be in upstream, so I think 
it's better to keep track of them in a single repository and close all 
tickets related to unofficial vapis in the vala's bugtrack.

If you want me to track your unofficial vapi files email me and give me 
the .vapi files or a way to sync vala-vapis with your repository (git, 
etc.. (see makefile))

As long as the repository gets stable with a makefile/configure to 
install them I'll publish a tarball, so it will be easier to use Vala 
with non-official bindings.
