You need to make sure the compiler knows about the C file as well. Try
this:
valac --vapidir=./Vapis --pkg Operations test.vala Operations.c
Or, if you prefer, you can just pass -C to valac and compile with your C
compiler manually.
but if i
generate only the c file, it is ok:
