[Vala] SVN reorganization

Just a heads up for subversion users: The vala and vapigen directories
have been merged in the repository and the root of the vala package is
now at http://svn.gnome.org/svn/vala/trunk without the extra vala
subdirectory. I've also tagged all previous releases for easier access.
