If you visit http://www.usabilitybok.org/heuristic-evaluation then right click on the 'How To' tab and and copy the link address you'll get http://www.usabilitybok.org/heuristic-evaluation#tabset-tab-4

Not the prettiest but I just used that in the wiki page for the How To link.

Looks like it should be <http://www.usabilitybok.org/heuristic-evaluation>. The How To section is also on that page, but doesn't have its own URL any more.
