That's because that's not the Log Out dialog, it's the Shut Down
dialog. The Keyboard Shortcuts preferences window appears to be
binding a shortcut to the wrong function. If that hasn't been fixed in
2.28.0, please file a bug.
I don't know what Cancel does in the middle of the other choices.
I guess they're just following this part of the HIG:

because it's the Shut Down dialog") should go to the right of the
Cancel button, and alternative actions should go to the left.
In this case, however, that doesn't really work very well.

their UX is quite good this time. Could it be used as an inspiration?
We've certainly experimented with that sort of thing before, but I
don't recall off-hand why they've never made it into the stable release.
