Just to add some points, to this email.
My first post was related to this issue. What I like to see is a fast
introduction to the GNOME HIG and freedesktop.org for guidelines for
maximal window dialogues size and minimal user control specs.
Example: (please add your own idea's)
Al windows must be able to maximize unless they are smaller than then ..x..
The minimal pop-up/creation size of the window should be ..x..
The size of the window must be adjustable to a minimum of ..x..
When the vertical contains of the window is to large to fit the users
window a vertical scrollbar should appear.
When the horizontal contains of the window is to large to fit the users
window horizontal shift tabs can be used and other smart GUI designs,
the use of a horizontal scrollbar should be reserved as last measurement.

It would be nice to have a good supported specification document, so
users can file bugs against programs and refer to the specification
document and include a patch to fix, that have much greater change to be
accepted.
The fact that some themes are to large can be solved to some extent with
the creation of a new GTk them. Sadly most dialogues sizes are hard
coded and can not yet be controlled by users.
