Right now we have only really these (*very* rough) placeholder
guidelines in the working draft of the HIG:

There's no doubt the HIG will need to concern itself more with the
issue of smaller screen sizes in future, now that GNOME and gtk are
finding their way onto more and more mobile devices. (Part of the
problem, though, is that AFAIK gtk still expects all GUI dimensions
and spacings to be specified in terms of absolute pixel sizes, which
doesn't help when it comes to scalability issues.)
