I set up one at
http://unifiedhig.wetpaint.com/ but we should probably move it to a more permanent one with a domain (or subdomain) of its own, related to GNOME or KDE. This is just what I was able to do at the moment.
I will look into both HIG documents and post them, and start cross-referencing and so forth. Feel free to join in the fun.

That's an excellent first step. I like it because it's useful no matter
what happens: if it leads to a universal HIG that would be ideal, but
at a minimum it would provide a list of "gotchas" for UI designers to
consider.
If someone wants to set up a wiki for this I'll happily contribute.
