I agree with you entirely.
0 is a special case, and it's not the same as mute
because you don't get there in the same way.
If I lower the sound right down, and still see sound
waves on the icon, then it's going to seem odd.
And users are smart enough to know that with the
volume very low they might not hear because of their
sound card, or the volume on their speakers, or their headphones.
