Open file->print to open the print-dialog, e.g. with a picture in eog.
From here you can open the "Print Preview", but this is a one way
street. One can never come back from the "Print Preview" to the
print-dialog without close and start new.
Is this a known bug, should one be filed?
It should be reported, yes. In other OSes, the print preview window
contains its own "Print" button. Perhaps an even better way of fixing
the problem in Gnome would be to merge the print preview into the Print
dialog, so that you can quickly see the effect of changes you make to
the printing options. This possibility was presented by Alex Graveley
in his mockup of a new print dialog last month
