Indeed. If I had a proposal for this issue in particular it would be to
copy Apple and not have a Go button or a tooltip at all.

I don't agree that people would need the Help system if the Go button
wasn't there. How did they figure out they can actually type a URL
anyway? It wasn't because of the Go button. If anything the Go button
might have confused them. The bar says www.google.com, the page
displayed is Google. So what does Go mean? Go where? 

So if people are going to figure out they can type an address in the URL
bar I'd let them figure out they have to press enter after typing too.
