The buttons at the top do look kind of like "a toolbar not implemented
properly", IMHO. You could, perhaps, try having all the non-dialog
buttons (including your up/down ones) in the right-most column, i.e.
much like the Theme capplet does... it would make the window less tall
and probably not any wider, as the right-hand pane in your screenshot is
a good 50% wider than it probably needs to be by default.
