This, as I've mentioned before, was a policy that the Sun docs team
were keen on, and I was persuaded at the time to back them up with
some HIG verbage.
I'd agree that in reality, there are times when it is useful and
times when it is not, and if somebody would like to suggest some
alternative guidance in bugzilla to give developers some good
guidance about which is which, I'd be happy to oblige.
