[Usability] HIG capitalization nitpick

Hi,

At [1], the message "Close without Saving" is used.  However, at [2] it
is said that only prepositions of three or fewer letters are to be left
uncapitalised in header capitalization.  So shouldn't "without" be
"Without"?
