This might be better as an applet, or an extension to the existing
menubar applet.

If going for a panel, an idea for the distant future might be to allow
users to place applets on the menubar that remain specific to the
application. e.g. have a launcher for evolution when firefox open, or
launchers for spreadsheet and dictionary applet when word processing.
This seems a logical extension of the idea of an application sensitive
panel.
