Yes, but one should first question why, and then if it cannot be solved in
another way. For example, nothing hinders a media player or any other app, to
simply use multiple windows, which sounds like the case above. The central
menu bar spec, which is more or less identical to the system tray spec, is
for generic integration of widgets across processes, for a well defined use.
There is one case, IMO, which at least looks interesting: doing something
similar with toolbars. The topic is tricky, but in case someone did a
proof-of-concept(whatever that would be) and showed there was a real need,
then such a thing could probably take part of such a spec(but that's as
speculative as it sounds).
