I can only find it in one menu at the moment, so I'm not totally clear
on the context.  But for folders I'd guess the more common operation is
usually "Move", so I'd probably vote for "Move" then "Copy" in the
absence of any other information.  (You might want to ask on
evolution-hackers, though, I think the Evo usability folks hang out a
bit more there.)
