[Usability] FOSA requirements web page

A web page has been put up to clarify the frequency of tasks and the
number of users performing tasks with regards to the recent FOSA
discussion. This information should help us more clearly determine
design needs and considerations. The site is a work in progress, so
please be kind ;)
