There's a section in the draft HIG about this, although it's very much a
a placeholder-- expect it to be revised quite a lot before long :)
One rule of thumb that I've proposed in the past is that if the
actions[1] you can perform on any particular n-area icon are any more
complex than "open some window that's directly related to this icon"
(e.g. mail folder containing new email, printer queue for print job),
then you're probably looking at something that should be an applet
instead.
