Very good point. I agree with what you are saying. 

There are two ways I can look at this. One is to create a community for
people to offer suggestions and resources and ideas. This is not exactly
what we need, and quite possibly not the best way to go about it.

The other is to make it more of a group; smaller, more organized, and
who work together more closely. One thing I was thinking is to have this
group "certify" a project usable. This can be much more constructive and
beneficial to the community.

This is what I think you are getting at.
