We can't really do that. GNOME releases are time-based. Whatever is done
gets released. Too many release criteria just mean that we would never
release anything.

As with anything, we might need to get patches made to ensure that stuff
actually happens. Nobody can tell a maintainer what work to do. A maintainer
who ignores a perfectly good patch is another matter.
