Because it assumes that all applications have the same need from a
toolbar, and they don't.

You also didn't read closely enough (or else I didn't specify)
You don't need to turn it in every app, it will be the default if the
application author doesn't specify a style, but the author is able to
override the setting if he/she thinks that the default will make the
application look stupid.

This situation isn't actually any different than what we have at the
moment, because an author is free to call gtk_toolbar_set_style and
change the toolbar.

Different applications have different needs from a toolbar, some
applications need more than one, some don't need more than one, and some
don't need one at all. Having a "one size fits all" default that only
really fits one use case well, and all the other ones terribly is not a
very good idea.

But what about suggestion c in my original mail? GNOME default affects
the first "main" toolbar only, and if the application has other
toolbars, it is up to the author what to set them as.
