[Usability] two lines of launchers

[Dexter Filmore <Dexter Filmore gmx de>]

I'd like to have the bottom panel in medium size but the launcher icons small
size so I could have 4x the number of launchers.
Is there a way to do this?
I should mention I don't use the top panel, I only have bottom panel with
Gnome menu, launchers and window list, like in Gnome 1.4.
