I dont appreciate being put on the spot and trying to list examples, but I
will name a few off the top of my head, there are definately more.

The GIMP has this option.
In fact many dialogs and plugins for the GIMP have this at a lower level.

EOG 2.2 has this in one of its obscure undocumented dialogs (dont ask).

That is all I can think of off the top of my head but hopefully others
will feel free to add to the list of applications with the option to
disable tooltips.
