It doesn't have to say "GNOME" - in fact it shouldn't - but I don't see
any objections to the general design. The text could be "System wide
settings" or a similar string.

That's not the issue. The issue is that in a web browser, you'd want a
way for the user to set a proxy. That should change the system wide
preferences, but in a way that is obvious what it's doing. It's not a
per-app setting.
