I respect your opinion, but I'm struggling to see the clutter... it's an
additional 50 or so pixels of height, it's pretty visually consistent
with the control center shell, and especially given this expanded use
we'd like to have for capplets (being able to launch them from
applications), I think a visual cue is needed to differentiate a capplet
from a dialog... we shouldn't rely on a user "recognizing" the window as
a capplet vs. an application-specific configuration dialog...

Suggestions for improvement or an alternate visual cue?
