The button is named "Help", sits in lower left corner of dialog, and when you press it an explanation of what this dialog is for and what every entry means is displayed.... Now how is this different from current help system?

No, I mean "What's this" idea is bad. It is hidden, so requires to click on an element to test if it has a tooltip or not.
