I'm not sure whether this is covered by what you described or
not, but what I'd like is Mac-style snap-to-grid -- where you
can manually arrange the icons, but they go to the nearest
grid position. This is somewhat different from Windows-style
where the grid isn't allowed to have empty positions.

(I'd also like to see some way to access every layout-related
menu item from the desktop contextual menu, but that may be 
another issue.)
