It does, but for most apps it's just when opening a plain text
file. For that you can just have a menu in the file dialog to select
an encoding.

Most non-plain-text files have a defined encoding, thankfully.  All
XML files do, and most binary formats do.

Web browsers and terminals are a bit different because you often need
to change the encoding dynamically according to what you're looking
at, due to broken legacy crap that doesn't have encoding tags.

(When designing any new system, make sure you know the encoding of all
text at all times, or you end up making the user sort it out...)
