[Usability] New panel objects bump existing objects



Currently every new object on the panel is inserted at the very left of
the panel bumping all existing objects right as necessary to let the new
object fit.  This screws up the placement of all items.  The new object
is normally moved from the default location, then the old objects need
to be moved back.  This is annoying.

Wouldn't it make more sense to place new panel objects in the first
available blank location on the panel leaving all objects stationary? 
If there's no room, then of course it'll have to move some other
objects, but that case would be less common.

Is this changed in Gnome2?  Is there already a way to do this in the
existing panel?
