[Tracker] Tracker branched for 3.0

Hi everyone

As you may have seen on discourse.gnome.org, Tracker 'master' has branched for 3.0: https://discourse.gnome.org/t/tracker-has-branched-for-3-0-use-the-2-3-branch-if-you-want-stability/1889/

The plans are still open and there is plenty of time to get involved in discussing how you think Tracker 3.0 should look :-)
