[Tracker] Location of the tracker-parser* stuff

Hi guys,

I wonder why tracker-parser.h and its implementation are in
libtracker-fts. Apparently does libtracker-data need it for the SPARQL
function that unaccents strings.

This, I guess, should work with or without --enable-tracker-fts?

That means that libicu based and libunistring based unaccenting and/or
parsing of, with and to NFKD form isn't just FTS functionality.

We could move it to libtracker-data or libtracker-common? To avoid
circular dependency I guess it probably must go to libtracker-common?

Thoughts?
