[Tracker] PATCH: Don't use the count_changes PRAGMA in SQLite, it is deprecated

Hi list,

The count_changes PRAGMA has been deprecated, and as far as I can tell
the behavior desired in Tracker is now the default behavior of SQLite,
so this PRAGMA is now unnecessary.

The following patch removes the PRAGMA:
