[Tracker] Tracker without GUI

Im running a hosted storage running linux. Users interact e.g. upload, browse and download their storage via 
a web interface.
I was wondering if tracker could be used to index their volume. One index/user or volume and use the web 
interface to search the index.

I tried to install it in debian but trying to run tracker-control it complain about x11.

Can it be used in a cli and web way. If so is there any docs that could help me?
