This is really a question for the distribution. I would guess it's not 
because Canonical have been quite slow at integrating stable versions of 
tracker into their desktops. Even now with 11.10 I think only 0.10.x is 
used while 0.12.x has been released and out for ~2 months.

Your best bet is to use a PPA or to build it yourself unfortunately.
